The approval layer over Parkland premises
Mold assessment is licensed by the state rather than permitted by the town, which is the opposite of how plumbing or electrical work is handled here. No Broward municipality issues a mold permit or keeps a mold register: the assessor licence comes from the Florida Department of Business and Professional Regulation under Chapter 468 Part XVI, it is searchable on the state register, and section 468.8419 bars the holder from remediating a structure they assessed within twelve months. That is identical at every address in the county and we will say so rather than inventing a local office. Parkland is also heavily governed by homeowners associations, which does not affect the assessment but does affect how quickly anything exterior gets repaired afterwards. It is worth knowing before a report recommends work on a roof or a facade.
On a commercial building that licensing position sits underneath a more immediate practical problem, which is that the premises cannot close. Three things make this work different from a house, and none of them is the science.
Occupancy changes the readings. People, a door cycling constantly and a kitchen running will move humidity, particle counts and pressure relationships in ways an empty building does not. Where the question is what occupants are exposed to, sampling has to happen during trading. Where it is whether a particular void holds a source, it has to happen when the building is quiet. Most jobs in Parkland need both, and deciding which is which beforehand is most of the planning.
Zones rather than rooms. A commercial building is a set of air handling systems and each is effectively a separate building. Sampling by room in premises with four rooftop units produces a great many readings of four air masses; sampling by zone, with a control per zone where the intakes differ, produces an answer. It is also what keeps the cost sane, because zone count rather than floor area drives the work.
People are going to ask what it means. Staff, tenants and sometimes a regulator, so the report is written to be circulated, and it states plainly that a building assessment makes no findings about anybody's health.
The commercial position in Parkland is the one published on every page of this site, because the rate card is not a Fort Lauderdale rate card. A flat price by property size, agreed before anyone drives out, with the accredited laboratory fee already inside it. It does not rise if the samples come back positive, nothing is added for the drive, and we take no payment of any kind from anyone who removes mold.

What Parkland itself changes
The buildings in Parkland
Parkland holds the newest housing stock in Broward County, at a 2006 median across 11,501 units with 84% of them single-family detached. Building to the 2002 Florida Building Code produced the tightest residential envelopes in the county: impact-rated glazing, well-sealed sheathing, minimal accidental air leakage. Those are excellent buildings and they concede nothing to a mistake. A house that cannot leak air cannot dry itself, so anything that puts moisture inside it depends entirely on the mechanical system to take it back out again.
Where it hides in these buildings
The difficulty in Parkland is that nothing looks wrong. Finishes are intact, the building is young, and there is no visible history to follow, so almost the entire survey rests on instruments. The two things worth opening are the least glamorous: the air handler cabinet, and a switch or socket plate on an interior wall, because blackened copper behind one is the first accessible indicator of the imported drywall question in a house of this vintage.
The cooling systems here
Modern split systems, frequently multi-zone on the larger houses, and the zone count rather than the floor area is what shapes an inspection here. The imported wallboard issue is tied directly to the equipment: sulphur compounds emitted by that product corrode copper, so an evaporator coil that has failed well ahead of its expected life on a house of this age is a recognised indicator. Where that is the picture, the smell people arrive describing is not fungal and no remediation will address it.
